为培养具有国际视野和专业素养的高层次特殊教育专业人才，经中国教育部批准，长春大学与美国东北州立大学合作举办硕士研究生自主招生项目，现启动2026年招生工作。

Approved by the Ministry of Education of China, Changchun University and Northeastern State University (USA) jointly offer a master’s program with independent admissions to cultivate high‑level professionals in special education with international perspectives and professional competence. Now it is open for the 2026 enrollment .

一、项目简介

I. Program Overview

长春大学国际特殊教育学院是长春大学与美国东北州立大学合作举办非独立法人资格的中外合作办学机构，开设本科学历教育和外国硕士学位教育。

The International Special Education College of Changchun University is a Chinese‑foreign cooperative education institution (with non-independent legal entity) jointly established by Changchun University and Northeastern State University (USA). It offers bachelor’s degree programs and foreign master’s degree programs.

硕士层次开设特殊教育、学科教学（音乐）、学科教学（美术）三个专业，本项目采用“3+0”培养模式，全程在长春大学完成培养，无需将赴境外学习作为培养必要环节，基本学制为三年。达到美国东北州立大学毕业要求者，授予美国东北州立大学教育学硕士学位。本项目系经教育部正式批准设立的中外合作办学项目，所授学位可通过中国教育部留学服务中心获得认证。学费标准为每年人民币8万元，各专业年度计划招生规模均为80人，年度招生分为春季、秋季两个批次开展，其他具体事项以我校后续发布的正式《招生简章》内容为准。

The college offers three majors: Special Education, Subject Teaching (Music), and Subject Teaching (Fine Arts) at the master level. The program adopts a “3+0” training model, with all studies completed at Changchun University; overseas study is not mandatory. The standard duration is three years. Students who meet the graduation requirements of Northeastern State University will be awarded a Master’s degree of Education from Northeastern State University. This program is officially approved by the Ministry of Education as a Chinese‑foreign cooperative education project, and the conferred degree is eligible for certification through the Chinese Service Center for Scholarly Exchange (CSCSE). Tuition is RMB 80,000 per year. Each major plans to enroll 80 students per year, with admissions conducted in two intakes annually (spring and fall). Other specifics will be detailed in the official admissions brochure to be issued subsequently by our university.

II. Program Advantages

1. Obtain international master’s degree with low cost and high efficiency:

All studies will be completed in China without studying abroad; the program adopts a credit system and offers flexible study duration. The degree is certifiable by the CSCSE, making it applicable for civil service exams and professional title evaluations. The special education program at the U.S. partner university has obtained internationally recognized accreditation, and the degree is widely accepted both in China and abroad.

美国东北州立大学教育学院获CAEP认证，开设特殊教育、学科教学（音乐）、学科教学（美术）三个硕士项目。特殊教育方向侧重孤独症、视障教育，配套全年沉浸式实习；音乐教育获NASM认证，可考取当地教师资格；美术、音乐学科教育聚焦中小学美育教学能力培养。各项目课程融入多元文化教育理念，培养特教与美育复合型教学人才。

2. Authoritative Professional Accreditation with Precisely Targeted Disciplinary Focus:

The College of Education at Northeastern State University is accredited by CAEP and offers three master’s programs: Special Education, Music Education (Teaching), and Art Education (Teaching). The Special Education track emphasizes autism and visual impairment education, complemented by a yearlong immersive internship. The Music Education program holds NASM accreditation, and graduates are eligible to pursue local teaching certification. Both the Art and Music education programs focus on cultivating teaching competencies in aesthetic education for primary and secondary schools. All programs integrate multicultural educational philosophies into their curricula, aiming to develop versatile teaching professionals who are wellversed in both special education and aesthetic education.

3. Master’s–Doctoral Articulation with a Clear and Efficient Academic Progression Pathway

The program operates under independent enrollment and is exempt from the national entrance examination, with applications open in both spring and fall. Our partner institution offers a Doctor of Education (Ed.D.) program in Community Leadership, which spans 36 months, adopts a blended learning format, and does not require GRE scores. It is designed for frontline educators, establishing an integrated “Master’s–Doctoral” advancement track that helps practitioners move toward educational administration and leadership roles. In addition, depending on the resources of Changchun University’s International Special Education College, students have access to China’s top local resources in inclusive education.

（四）中美融合教学，双语能力同步提升

美方专家来华面授课程，中西教学内容优势互补，学员同步掌握国内外教育前沿成果，在专业学习中实现英语能力实质性提升。音乐教育专业中方授课重点为音乐专业相关课程，NSU主要为AI课程和Media方向课程，充分发挥中美合作优势，提升人才培养质量。

4. China-U.S. Integrated Teaching with Simultaneous Enhancement of Bilingual Competence

American experts come to China to deliver on-site courses, combining the strengths of Chinese and Western pedagogical content. Students are exposed to cutting-edge educational developments both domestically and internationally, while achieving substantial improvement in English proficiency through their professional studies. For the Music Education program, the Chinese side focuses on music-specific courses, while Northeastern State University (NSU) primarily offers courses in AI and Media. This arrangement will fully leverage the complementary strengths of the China-U.S. partnership, thereby enhancing the overall quality of talent cultivation.

国内特教师资缺口显著——全国特教在校生34.99万人，对照3:1生师比，师资缺口约3.15万人；国家美育浸润行动持续推进，美育纳入中考与办学评价，中小学高素质艺术教师需求旺盛。毕业生可入职学校、残联、无障碍管理、国际教育等紧缺领域，亦可依托项目平台申请海外博士，在读期间参与国际特教课题，形成差异化竞争优势。

5 Broad Employment Prospects with Sustained and Growing Market Demand

There is a significant shortage of special education teachers in China: with 349,900 students enrolled in special education nationwide, and a recommended studenttoteacher ratio of 3:1, the teacher shortfall amounts to approximately 31,500 positions. Concurrently, the national aesthetic education immersion initiative continues to advance, with aesthetic education now incorporated into high school entrance examinations and school performance evaluations, driving strong demand for highly qualified art and music teachers in primary and secondary schools. Graduates may find employment in highdemand sectors such as schools, disabled persons’ federations, accessibility management, and international education. They may also rely on the program’s platform to apply for overseas doctoral studies and participate in international special education research projects during their studies, thus gaining a distinctive competitive edge.

四、学制与学位

IV. Program Duration and Degree

（一）学制

基本学制为3年。共计36学分。按照学分修满期限计算最短一年半可获得毕业证书。如因特殊情况需要延长学习年限，最长不超过5年，延长期不另外收费。

(1) Duration

The standard duration is 3 years, with a total of 36 credits. If all credits are completed ahead of schedule, the earliest graduation is possible in 1.5 years. If an extension is necessary due to special circumstances, the maximum period is 5 years, with no additional fee for the extended period.

（二）学习方式

项目采用线下面授的方式进行。课程主要以英语授课。为辅助学生学习，课程配备中文助教及辅导教师。本项目的官方工作语言为英语，所有作业、考试及学籍等管理相关文件均以英文提交和管理。

(2) Mode of Study

The program is delivered through in‑person, face‑to‑face instruction. Courses are primarily taught in English. To support student learning, Chinese teaching assistants and tutors are provided. The official working language of the program is English; all assignments, examinations, and student status management documents must be submitted and managed in English.

（三）毕业要求

学生需完成专业培养方案中规定的约15门课程（总计约36学分）。所有课程成绩均须达到合格及以上标准，满足美方硕士学位授予学术标准。

(3) Graduation Requirements

Students must complete approximately 15 courses (totaling about 36 credits) as specified in the program’s curriculum. All course grades must meet the passing standard, in order to satisfy the academic criteria for the U.S. master’s degree.

（四）学位授予

完成项目课程计划且成绩合格的学生，将获得由美国东北州立大学颁发的硕士学位证书和长春大学写实性学习证明。

(4) Degree Conferral

Students who complete the program courses with passing grades will receive a master’s degree certificate from Northeastern State University (USA) and a certificate of studies from Changchun University.

五申请条件

招生对象为学业基础扎实、英语能力较强、有志于在国际化环境中深造并成为跨文化沟通者的优秀本科毕业生。

V. Application Requirements

Applicants should be outstanding bachelor’s degree graduates with a solid academic foundation, strong English proficiency, and a desire to pursue advanced studies in an international environment and become cross‑cultural communicators.

（一）基本资质要求

1.须具有大学本科及以上学历，并已取得学士学位。

2.应届本科毕业生须在录取当年学校规定入学报到之日前取得本科毕业证书和学士学位证书，否则录取资格无效。

3.满足以下条件之一：

（1）本科阶段课程平均GPA达到2.5及以上（满分4.0计），且本科后两年课程平均GPA达到2.75及以上。

（2）已获得其他硕士学位者，可类比参考相应GPA。

（3）参加全国硕士研究生统一招生考试，总分及单科分均达到当年国家B类考生初试成绩基本要求。

(1) Basic Qualifications

1 A bachelor degree or above, with a bachelor degree certificate.

2 Graduating undergraduate students must obtain their bachelor’s graduation certificate and degree certificate before the university’s specified registration date in the enrollment year; otherwise, the admission will be invalid.

3. Applicants must meet one of the following requirements:

（1）The overall undergraduate GPA must be 2.5 or above (on a 4.0 scale), and the GPA for the final two years in undergraduate must be 2.75 or above.

（2）For those who already hold a master degree, comparable GPA references may be considered.

（3）Applicants who have taken the national postgraduate entrance examination must achieve total and individual subject scores meeting the national “Category B” preliminary examination requirements for that year.

（二）英语水平要求

申请阶段需提供语言能力证明，如雅思（IELTS）、托福（TOEFL）、大学英语六级（CET-6）、全国硕士研究生招生考试英语成绩等。

被录取后，须在学校统一规定的时间前（通常为正式注册入学前）满足以下任一英语水平条件：

1.托福（TOEFLiBT）成绩不低于80分；或纸笔考试（pBT）不低于550分。

2.雅思（IELTS）成绩不低于6.5分。

3.美国东北州立大学开设的8周在线语言培训课程（ESL）且成绩合格（该课程费用为1500美元，由学生另行支付，不包含在学生缴纳的项目总学费内）。

(2) English Proficiency Requirements

At the application stage, proof of language ability is required, such as IELTS, TOEFL, CET‑6, or postgraduate entrance exam English scores.

After admission, prior to the university’s specified deadline (usually before formal registration), applicants must meet one of the following English proficiency conditions:

1 TOEFL iBT score of at least 80; or paper‑based test (pBT) score of at least 550.  

2 IELTS score of at least 6.5.  

3 Successful completion of the 8‑week online English as a Second Language (ESL) course offered by Northeastern State University (cost: USD 1,500, payed separately by the students and not included in the total program tuition).

（三）能力水平证明（非必需）

如有GRE/MAT成绩或中国研究生入学考试成绩（包括总分、单科分），可作为个人综合能力的补充性证明材料提交。

(3) Additional Ability Certificates (Optional)

GRE/MAT scores or Chinese postgraduate entrance exam scores (including total and subject scores) may be submitted as supplementary evidence of overall competence.

六、申请程序与材料

VI. Application Procedure and Materials

本项目招生实行“全年招生、滚动录取”的方式，入学时间分为3月和9月两期。

申请时间：即日起开放申请。下一期（9月入学）的申请截止日期预计为2026年12月30日。

This program adopts a “year‑round admissions, rolling admission” policy, with entry in either March or September.

Application Period: Open now. The deadline for the next intake (September enrollment) is expected to be December 30, 2026.

申请流程如下：

（一）报名

申请人需填写《长春大学国际特殊教育学院硕士研究生自主招生报名表》（可在长春大学研究生院官网下载），并将填写完整的报名表连同所有申请材料的电子版（彩色扫描件）发送至指定电子邮箱），或邮寄至长春大学。

Application Process:

(1) Registration

Applicants must complete the Application Form for Independent Admissions to the Master’s Program at Changchun University International Special Education College (available for download on the Changchun University Graduate School website). The completed form, together with all required application materials (color scanned copies), should be sent to the designated email address or mailed to Changchun University.

（二）资格初审

通常在提交完整申请材料后的2周内通知初审结果。

(2) Preliminary Review

Results are usually notified within 2 weeks after submission of the complete application materials.

（三）综合面试

初审通过者将在2周内收到面试通知。面试将考察专业潜质、沟通能力和英语交流能力，形式为现场面试或线上面试。

(3) Comprehensive Interview  

Successful preliminary review applicants will receive an interview notice within 2 weeks. The interview assesses professional potential, communication skills, and English proficiency, and may be conducted either on‑site or online.

（四）结果公布与录取

面试结果将在面试后15个工作日内公布。

(4) Results and Admission

The results will be announced within 15 working days after the interview.

VII. Application Materials Checklist

请将以下材料的彩色扫描件发送至指定邮箱或随报名表一并邮寄（请注明“长春大学国际特殊教育学院自主招生硕士申请材料”），以下材料均提交英文版本：

Please send color scanned copies of the following materials to the designated email or mail them, together with the application form (please indicate “Application Materials for Independent Admissions to the Master’s Program at Changchun University International Special Education College”). All materials must be submitted in English.

（一）基本材料

1.身份证（正反面）、2.个人简历（CV/Resume）、3.个人陈述（Personal Statement，阐述申请动机、学术兴趣与职业目标）

(1) Basic Documents

1 ID card (both sides), 2 CV/Resume, 3 Personal Statement (stating motivation, academic interests, and career goals)

（二）成绩单

本科阶段完整的英文成绩单（需加盖学校教务部门或档案管理部门公章，同时需要公证处公证）。已取得其他更高学位者，请同时提供相应英文成绩单。

(2) Transcripts

Complete official undergraduate transcripts in English (stamped by the university’s academic affairs office or archives department, and notarized). If you have obtained a higher degree, please also provide the corresponding transcripts in English.

（三）学历学位证明

本科毕业证书、学士学位证书（需公证处公证，应届生可先提交在读证明）。

(3) Degree and Diploma Certificates

Bachelor’s graduation certificate and bachelor’s degree certificate (notarized; Graduating students may submit a certificate of current enrollment).

（四）英语水平证明

符合要求的雅思、托福、英语六级等成绩单。

(4) English Proficiency Proof

Acceptable scores for IELTS, TOEFL, CET‑6, etc.

（五）推荐信

两封英文推荐信。推荐人应为熟悉申请人学术背景或工作能力的教师、导师或单位负责人。推荐信需使用推荐人所在单位抬头纸打印，并由推荐人亲笔签名。

(5) Letters of Recommendation

Two letters of recommendation in English. Recommenders should be teachers, supervisors, or department heads familiar with the applicant’s academic background or work capabilities. The letters must be printed on official letterhead of the recommender’s institution and bear the recommender’s handwritten signature.

（六）补充材料

如有GRE成绩单、全国硕士研究生统一招生考试成绩单或其他能证明个人能力。

(6) Supplementary Materials

GRE scores, national postgraduate entrance exam scores, or other certificates of personal ability (awards, professional qualifications, etc.) are welcome.

八、费用标准

VIII. Fee Schedule

（一）学费

(1) Tuition

修满36学分，共计24万元，按照学分缴纳学费，每学分6700元。每学期计划开课9-15学分。

A total of 36 credits, totaling RMB 240,000. Tuition is charged at RMB 6,700 per credit. Each semester, 9‑15 credits are planned.

（二）其他费用

教材费、赴美交流学习所产生的费用等按相关规定和实际发生情况另行收取。学校不提供住宿。

(2) Other Fees

Textbook fees, costs incurred during exchange visits to the U.S., etc., will be charged separately according to relevant regulations and actual occurrences. Accommodation is not provided by the university.

九、其他重要说明

IX. Other Important Notes

（一）入学时间。本年度设有3月和9月两次入学机会，申请人可在申请时备注意向入学时间，最终入学时间以录取通知书为准。

(1) Enrollment Dates. There are two intake opportunities each year (March and September). Applicants may indicate their preferred intake on the application, but the final date will be subject to the admission letter.

（二）主要课程学习地点在长春大学或长春大学实习实践基地。

(2) Main course locations are at Changchun University or its practical training bases.

（三）学生在读期间可自主申请赴美国东北州立大学学习，赴美学习需提前一个学期申报。赴美学习无需再向美国东北州立大学二次缴纳学费，食宿费等费用由学生自理。

(3) During the study period, students may voluntarily apply to study at Northeastern State University in the U.S., with applications required one semester in advance. There is no additional tuition fee for studying in the U.S., but room and board expenses shall be borne by the students.

（四）申请人应对所提交申请材料的真实性和完整性负责。一旦发现材料造假，将取消其申请、录取或入学资格。

(4) Applicants are responsible for the authenticity and completeness of all submitted materials. If any fabrication is discovered, the applicant’s eligibility for application, admission, or enrollment will be revoked.

（五）本公告未尽事宜或与上级最新政策不一致之处，以国家和吉林省最新政策及长春大学国际特殊教育学院后续解释为准。获奖证书、专业资格证书等，欢迎一并提交。

(5) Matters not covered in this announcement or in case of inconsistency with the latest policies of higher authorities, the latest policies of the state and Jilin Province, and the subsequent interpretations by Changchun University International Special Education College shall prevail. Awards certificates, professional qualification certificates, etc. are welcome to be submitted together.
